Process-Focused Strategic Planning

Starting with problem identification, we work through, and develop solution opportunities and implementation plans. And, throughout solution implementation, we work with the utility, business unit, or group until the work is completed. We integrate the work management process with other key business process and systems, such as GIS, OMS, etc. With so many first generation work management systems still in use, this practice also focuses on updating business processes and systems to allow modernizing through upgrades and integration with other systems.

Competitive Process Reengineering

Working with the business units, we use an operations-centric approach to identify the issues and opportunities for improvements to the as-is process and to develop the to-be model. The model includes all the necessary elements such as process change and any new systems or integrations to support and enable the new process.

Energy Delivery Strategic Implementation Plan

Based on the identified requirements of all the stakeholders, and a clear understanding of the utility energy delivery business as it exists today, we develop a multi-year strategy for the required systems. Our solutions combine people, process, and systems in a synergistic relationship. Yanco Associates believes the processes and the systems should facilitate employees meeting all customer requirements, both internal and external customers.

Strategic Implementations

The identification of issues and solutions is the first step in gaining and maintaining a competitive advantage. The final step is implementing the systems, providing the required change management support, and working through the issues. To facilitate this process, Yanco Associates has developed tools, techniques, and guides that allow the development and assembly of functional and technical requirements for the processes and systems that will support those processes. Our team also develops complete RFPs for the required services, response systems for RFP evaluations, implementation support, and project/program management.

Utility reality is that legacy systems exist and need to be incorporated in any “go-forward” plan. The practice focuses on the current system capabilities and the plans for new systems, as well as the specific project focus. Representative Experience

Puerto Rico Electric Power Authority (AEE) - Performed business process study and developed functional and technical specifications, and an RFP for the systems (WMS, OMS, GIS, GWD) required to support the integrated energy delivery requirements (process based operation).
Glendale Public Utility Department - Developed functional and technical work-focused process and system requirements (process based operation).
Public Utility District No. 1 of Snohomish County - Developed functional and technical work-focused process and system requirements and an implementation plan.
Los Angeles Department of Water & Power (LADWP) - Investigated system and process issues, developed business plan,“to-be” business processes, functional and technical requirements, benefits, implementation plan, and computerized response evaluation system (asset focused system that required integration to existing process based system).
United Illuminating (UI) - Investigated system and process issues, and developed “to-be” business processes, functional and technical requirements, benefits, implementation plan, and a computerized response evaluation system (process focused system that required integration to existing legacy systems with a three phase go forward plan as other systems were changed or added).
